소비에트사회주의공화국연방(소련)은 소비에트에서 당 독재로, 당 독재가 1인 독재로 왜곡을 거듭하면서, 국가착취와 억압이 켜켜이 쌓인 후 자유화의 바람이 불어 닥치면서 자본주의 러시아가 되었다. 북한은 소련의 1인 독재를 직수입하여 김일성 3대가 세습하는 반 왕조국가가 되었다.
민주노동당에서 민족해방(NL) 계열이 비민주적인 방식으로 당권을 장악하고 특정노선의 패권을 행사하자 민중민주(PD) 계열이 진보신당으로 따로 살림을 차렸다. 이후 민족해방계의 민주노동당, 자유주의 개혁정당인 국민참여당, 진보신당을 탈당한 일부 유명 인사들이 한 지붕 세 가족인 통합진보당으로 다시 모였다. 이것마저도 얼마가지 않아 민족해방 계열의 특정 지역분파가 당권과 패권을 장악하려 비민주적인 행태를 일삼다가 민족해방 계열의 일부까지 떠나면서 통합진보당은 민족해방 계열의 특정 지역과 노선의 당으로 추락하였다.
통합진보당의 목표는 자주적인 민주정부 수립이다. 김대중과 노무현 정권이 미국에 대해 좀 더 자주적이고 북한과 더 우호적이었더라면 이들이 말하는 정부가 수립되었을 것이다. 자본주의 세계화 초기에 자본주의 주변부 국가들의 당면하고 급박한 과제는 식민지 수탈에 저항하는 민족해방이었다. 그러나 세계 구석구석으로 자본이 진출하고 국제 분업체제가 심화되어 계급모순이 전면화 되자 자본에 대항한 투쟁이 세계 노동자·민중의 중심과제가 되었다. 비율에 있어서 차이는 있겠지만 모든 나라에서 노동자·민중은 국제자본의 외부적 수탈과 국내자본의 내부적 착취를 동시에 당하고 있다.
국가의 존재는 필연적으로 억압을 동반한다. 억압기구인 국가가 해체되어 개인들의 자유로운 연합의 사회로 되면 모든 것에 대해 모두가 참여하여 결정하고 실행하는 직접민주주의가 가능할 것이다. 그러나 국가가 존재는 상황에서 직접민주주의의 실현은 불가능하다. 부득이하게 최소한의 범위 내에서 대의민주주의를 할 수 밖에 없는 데 그나마 최선은 유권자들의 선택비율에 따라 권력을 나누는 완전 비례대표제라 할 수 있다. 최근에 정치권에서도 독일식 비례대표제를 요구하는 것도 그것이 좀 더 민주적이기 때문일 것이다. 대통령제보다는 완전비례대표방식의 의원내각제가 민주주의에 더 가깝다. 다수가 패권을 행사하기 어렵고 소수라도 배제되지 않은 방식.
조직이라면 내부에는 항상 의견과 성향에 따라 그룹(분파, 정파)이 발생하기 마련이다. 이것은 막을 필요도 없고 막아서도 안 된다. 다만 그런 자연적인 흐름을 어떻게 조직 전체에 생산적이고 창조적인 역할을 하게 만들 것인가가 관건이다. 정치조직에서 그룹은 노선과 정책 또는 상황적 판단에 따라 끊임없이 발생하고 소멸해야 살아 움직이는 조직이라 할 수 있다. 그러나 그런 그룹이 노선이 아니라 인정에 얽매어 굳어지기 시작하면 주류와 비주류가 생기고 독점과 소외가 생겨나 그 조직은 생명을 잃고 사망의 길로 걷게 된다.
오늘의 통합진보당을 보면서 또 그들의 비민주적인 행태를 보면서 민주주의도 제대로 실천하지 못하는 진보정당도 있는가 하는 의문도 든다. 그만큼 정치정당과 정치조직에서 내부 민주주의는 아무리 강조해도 지나치지 않다. 자본과 국가라는 착취와 억압기구가 존재하고 있는 상황에서도 가급적 최대한 직접민주주의를 확대하여 나아가되 대의민주주의 하에서는 그나마 완전비례대표제를 통한 모든 당권과 당직의 분점이 최선이라 할 수 있다.
